Where the end user destination for the product was stated at time of RFQ
to be WITHIN the European community, the "CE" mark, as issued by RSA
(Notified Body 0040) is required,
Notation term 1f. is added to any other lettered item.
Item 5b below applies, and the price is based on the CATAGORY calculatiom
for the fluid GROUP that results in a specific MODULE being applied to
supply of the product to be used :-
NOTE
As air is 80% nitrogen, and Nitrogen (N2) is used for the
"pre-fill cushion gas", is a "stable gas", is non explosive, does not
support combustion, and is non toxic, it is your end users
enterpretation of the PED that determins whether its is appropriate
to use a fluid group catagory calculation and module bases a concept of
there being a danger from N2 . |
| 1fi |
Where "SEP" (Sound Engineering Practice) has been determined to be
appropriate -
EX EG where the Maximum Working Pressure x the Volume in Liters
is equal to or less than 290, and the temperature is equal to or less
than 100C -
a CE mark does not apply, and equipment will be offered accordingly.
On the basis of the end user determination of other than SEP of PED
fluid "group", "catagory" and the "module" to be used, it is possible to
make an offer of supply bases on the requirements below. |
N.B. The Pressure Equipment Directive MODILES :-
| A. |
DO NOT PROVIDE A SAFETY MARGIN BY INCREASING THE MATERIAL THICKNESS. |
| B. |
DO NOT INCREASE SAFETY AGAINST FATIGUE BY THE APPLICATION OF WITH LOWER
WORKING STRESSES. |
| C. |
DO INCREASE COST BY ADDITIONAL PAPERWORK AND 3RD PARTY INVOLWMENT. |
| D. |
The additional surity of C. above, if any, is only by application
of STATIC PRESSURE VESSEL rules, for a non static pressure duty. |

The pressure "Bar" are, "PS" = "Pressure Service"
which seems to equate with normal operating pressure.
There is no definition of what PS means, nor what the
differentiation is between being stated (PS) or just PS
Those who require this PED system of Modules, Groups &
Catagoriis do so at their own risk.
We accept no direct nor consequential liability for
anything resulting fro this PED differentiation system;
there is no record of this system being proven by time. |

3. LEAD TIME, AVAILABILITY, "DELIVERY", "SHIP DATE"
===============================================
Offers to supply are based on our inventory and inventory / stock of
associate companies that is available, or material lead time quotations to
us by suppliers, at the time of offer.
Should the inventory / stock have become available or have been sold, at
the time you favour us with an order, we reserve the right to confirm a
shorter or longer date.
Times quoted assume that you will have already opened an account with us or
will pay by credit card, and hence there will be no delay after you issue
an order.
4. PRICING
======
| 4a. |
PRICING Is firm for 30 days
|
| 4b. |
PRICING Is firm for the period requested in your RFQ |
5. PERFORMANCE
Our mission is to provide equipment that is suitable for a
purpose that has been fully disclosed to us at time of RFQ.
============
Our confirmation to you will state system parameters shown on your order
The CONFIRMATION then states the PERFORMANCE required by your order.
After tabulating the parameters, we set out the required performance
then we list a proposed equipment part number.
THEREFORE the RETURNS POLICY is :-
Your contract with us is for PERFORMANCE under the system parameters state
You are NOT required to pay for the hardware unless it performs as
specified; unless:
| 5a. |
The hardware selection was made others.
|
| 5b. |
The Hardware was not set-up as required by the installation
instructions.
|
| 5c. |
There were system parameters missing from the RFQ or your order.
|
| 5d. |
You fail to return the hardware in good condition within 30 days. |
NOTE: From time to time products are prevented from being able to
intercept pressure disturbances (normally traveling around 1440
meter per second) by being "Td" off the flow path.
This prevents us from warranting best pressure pulsation reduction
by the "damper", "Dampener" or "Dampner" for your system.
4. MATERIALS SELECTION
===================
| 4a. |
We do not hold ourselves out as material compatibility engineers.
Please check the materials offered to assure yourselves that what we offer
is suitable for the system liquid and the installation environment.
|
| 4b. |
Test pieces of the elastomer offered can be provided free of charge for
your end user to test.
|
| 4c. |
If a special formulation of elastomer is needed for your end user to test
this will be charged for at cost; these special actual "formulations" are
proprietary and are not disclosed. |
5. PRESSURE
========
European PS, (PS), Pressure Service, "P Max", and
Operating Pressure, Max Allowable Working Pressure - MAWP, Safety valve set
pressure, Design Pressure at temperature, Accumulation pressure, for any one
application may have different values.
Please state clearly what your end users meaning is, for all pressures
referred to in your RFQ.
5a. PRESSURE. Good Historic practice treats :
| i. |
Design pressure as at or above relief valve accumulation pressure.
|
| ii. |
Accumulation pressure as 15% above Safety Relief Valve Set Pressure.
|
| iii. |
Safety Relief Set Pressure as 10% above MAWP
|
| vi. |
MAWP as 5% above normal "Service" or Operating Pressure.
The compound effect of this norm is to provide a 33% overage to
normal "service" operating condition, which also covers general water
hammer overload - used with conservative allowable working stress
figures and with at least 23% ductility in a weldment for cyclic duty,
to prevent fatigue. |
5b. PRESSURE. Offers under European "P Max" condition assume:
| i. |
That the end user will de-rate the product by making their own
determination of the pressure that it is safe to subject the item to.
|
| ii. |
That brittle (14% ductility) welds and high allowable working
stresses are acceptable.
|
| iii. |
That pressure vessel materials may have a ductility as low as 14%.
|
| iv. |
That only a 10% overage is satisfactory for Water Hammer - shock
effects.
|
| v. |
That compliance with PED ESRs [GOTO LINK http://www.pulseguard.com/terms/essentials.html ]
and stating the "P Max" (design pressure) are the only vessel provider
responsibilities.
|
The "benefit" of this new UNPROVEN MINIMALIST approach and RISK, may be
that there is up to a 40% competitive price advantage and ("energy saving"
in material production) over choice 5a above.
5. INVOICE DATE
============
| 5a. |
INVOICE DATE is the Hydrotest certification date.
|
| 5b. |
INVOICE DATE is other. |
6. SURFACE PREPARATION, FINISH, & OR COATINGS
==========================================
| 6a. |
Where the externals of units are low carbon STAINLESS STEEL EX/EG
316-316L dual certified, NO painting is included.
Where the externals are "carbon steel" one coat of shop primer is included
we may also provide a finish coat at our option at no charge.
|
| 6b. |
Painting, and painting time, is normally one week, or more depending on
thickness build up, specified on your RFQ, are added charges and time
delays . |
7. PAYMENT
=======
| 7a. |
PAYMENT BY TRANSFER
Due to the habit of intermediary banks of playing with funds on the
overnight market, in some cases delaying transfer for as long as 12 days
We can not accept the date of your instruction to intermediaries as the
payment date.
A payment method acceptable to us does not prejudice you, because your bank
deducts the value of any transfer instruction on the date of the instruction. |
| 7b. |
PAYMENT BY CHEQUE / CHECK
Unfortunately cheques/checks drawn on foreign banks, or in other
currencies than the price quoted and on the confirmation, are not
acceptable because they can take up to a month to collect. |
| 7c. |
PAYMENT TIME - IN OUR POSSESSION By the 35th day after the invoice date. |
| 7d. |
LATE OR EXTENDED PAYMENT credit terms are offered if required and stated
on your RFQ. |
8.
9. SAFETY:
| a. |
We can not warrant the suitability of products for fluctuating
"cyclic" duty, where you require us to follow the PRESSURE
EQUIPMENT DIRECTIVE which is generally for static duty vessels.
|
| b. |
Any requirements that we are to follow weld procedure and
certification that allow high hardnesses and low ductility, as
allowed in European vessel codes, make you solely responsible
for fatigue.
|
| c. |
The overriding of our standard safety features by the imposition
of unsuitable vessel codes and or their high working stress
levels are not our responsibility. We will quote to BS/EN 5500
and similar when you require us to do so, perhaps to reduce your
costs, at your users own risk.
|
| d. |
Please see www.--------------------- |
10. Add to terms Upon refusal to return, failure to return, the non return - to the company, of any item or items supplied by the company that have not been paid for, the party not returning the supply/ies, makes itself liable not only for a charge of theft, but also :
a). Becomes liable to the company for the legal costs of the supplier in making recovery .
b). Becomes liable to the company for and any and all charges made by debt collection agencies .
c). And becomes liable to the company to pay aditionally 2 1/2 % per month on all outstanding balances, including the aforementioned costs and charges, a). and b). above.

HYDRO-PNEUMATIC ACCUMULATOR/DAMPENER SAFETY DESIGN AND USE CODE
See page 203 of "Hydraulic Handbook" 7th edition and pages 169/170 of 8th edition
(Courtesy of Trade & Technical Press Ltd.)
The Health & Safety at Work etc. Act 1974 lays a Duty on Users to disclose "adequate information" about the use to which they wish to put a product and lays a duty on manufacturers to ensure safe design and construction of items when properly used - as under Chapter 37, paragraph 6(1) a, b, and c.
We trust this SAFETY DESIGN CODE will be of help to you and enclose a copy of our specification questionnaire which should be completed, prior to quotation for supply as necessary, to enable us both to comply with the act. In accordance with the most stringent requirements applied in the following countries by the listed authorities, the following specification has been provisionally compiled.
Belgium - Associated Industrial Belgique (A.I.B.), France - Bureau de Mines, A.P.A.V.E., Germany - T.U.V., Italy -
A.N.C.C., Sweden - "Swedish Steam Users" and "T.R.C.", Switzerland - S.V.B.D., U.S.A., Canada, and Japan -
A.S.M.E. VIII, Div. 1., A.S.M.E./A.N.S.I. B31.3a, Holland - "Stoomwesen", U.K. - A.S.M.E. VIII, Div. 1 AND BS 5500.
1) The units should be capable of losing the energy they store by virtue of the gas within them prior to reaching destruct pressure. The incorporation of a Gas Burst Disc, our designation G.B.D. at the end of the Part Nbr., is one method of accomplishing this.
2) The units must be manufactured in such a way that both the tactile and close visual inspection can be made without difficulty at any place within the units, this enables stress corrosion and pitting to be detected when units are re-pressure tested annually or as appropriate.
3) The units shall not have less than 3:1 gas vent pressure to design pressure ratio, so that potential energy storage capability is lost at a lesser pressure than final failure pressure.
4) Units shall not have less than a 4:1 safety factor, i.e. burst pressure to design pressure, except when specifically required to be in accordance with A.S.M.E. B31.3a (pipefittings), BS5500 or others.
5) Design pressure shall not be less than 10% above maximum working pressure, to allow for the normal inconsistencies of system pressure relief valves.
6) There shall be an allowance for corrosion to 10% of wall thickness, or 3mm if required by user under A.S.M.E. Code for Unfired Pressure Vessels.
7) Allowance shall be made in the design calculations for any stress raisers, example screw thread closures, or any that could be caused by scratching of the bore of the unit, possibly resulting from malfunction of sliding parts, example pistons without bearing pads.
8) Units shall be type tested to destruction, and 1% or one off per batch, made from the same material tested in the event of any engineering change.
9) The work/shop order number shall be recorded on the material analysis and physical properties certificate of the material used in the construction.
10) The units shall be designed in such a way that it is impossible to begin to disassemble them until the pressure has been vented from within them.
11) The complete accumulator/dampener including all bladder/diaphragm/sealing members assembly shall be pressurized to 1-1/2 times working pressure before despatch/shipment.
12) They shall be made from sufficiently ductile material to enable the result of any overpressurization to a dangerous level to result in a measurable retained deformation after they have been depressurized.
13) Any unit of a welded construction shall be pressurized to twice it's working pressure where not specifically prohibited by Code and shall be de-rated by 30% of it's calculated maximum working pressure for any cyclic duty exceeding 1,000 p.a.
14) Accumulators/dampeners must be designed to retain above safety factors in the event of gas overpressurization, e.g. due to a local fire.
15) Every accumulator/dampener must be used with a pressure relief valve so positioned as to make it impossible to isolate the accumulator/dampener from the said relief valve.
16) A bleed valve shall be so positioned in relation to the accumulator, its non isolatable relief valve, and its isolation valve, that it is impossible for the bleed valve to be isolated from any pressure remaining within the accumulator so that in the event of the bleed valve being opened it cannot fail to empty any remaining pressurized fluid from the accumulator.
